Fermi (Detroit local) does not take out of state carpenters due to trying to keep Michigan carpenters busy. This is also the case for Diablo- the contractor for Diablo requests carpenters by NAME that have worked there before and if they are not on California's OOW list, they will take other California carpenters only unless you have some inside connection.
